Inmate/Warden: Warden. Sand's a genuinely good and decent guy who's been in the superhero business since he was literally in bright red shortpants. He wormed his way into working with the Sandman was a teenager, had a Bunch Of Stuff Happen, and now he spends his days quite literally working to understand the worst of the worst kind of people via dreams where he gets to be inside their head. Despite some of the genuinely terrible things that've happened to him, he's always tried his best to be a positive example, to provide help and support and even in his lowest points, he has a tendency to pull himself up to handle whatever comes because he puts others very much before himself. He's got a very forgiving attitude (he basically tried to warden/redeem Icicicle II and there's some arguments that he managed it since he and his wife retired from the Injustice Society eventually) and between that and his ability to roll with just about any punch or throw he could get, I think the Admiral would see him very much as warden material.

Item: His mask and gloves. I figure he can see things on the eye glasses like a display and use the gloves for controls.

Abilities/Powers:
Sandy has three distinct branches of skill/abilities: he's a geomorph, with precognitive dreams, who's been trained by the mystery men community and specifically the original Sandman in a variety of detective skills and physical combat.

Being a geomorph means that his body is actually to some degree living sand, which he can reform despite transformations of heat, being exploded, being blown away, or otherwise having his matter dispersed. He can even change his own shape somewhat, though the change is usually rather rough and simple. He can similarly control earth and soil in his vicinity, including creating earth quakes, fissures in the earth, forming shapes from it, control tectonic energy and direct it, and even transform it from solid stone to lava. It also lets him travel through earth and rock, phase through things (not just silica-based things like rock or stone or walls, but he can actually send his molecules through just about anything), and he is connected to the rock beneath him which allows him to sense shifting plates, details about the rock or soil, etc. He also doesn't actually need oxygen and is immune to a good number of chemicals, illnesses, etc. that normal people would since well, he's living sand. That includes aging; he pretty much isn't going to age anymore at this point.

He also has precognitive dreams, better labeled as nightmares, which tell him about terrible things to come. In common practice, this involves being put inside the dreams and thoughts of the villains who are planning to perpetrate these crimes, and as you imagine, they are incredibly unpleasant and psychologically harrowing. He tends to deal with things like serial killers, kidnappers, murderers, etc. etc. but he does on occasion get information on bigger situations. This is the only way in which he can dream; while he gets a reprieve from the literal nightmare fuel he usually gets for a day or so after preventing a tragedy, he does not dream during those times.

And lastly, he was originally the sidekick to the first Sandman, Wesley Dodds, who trained him as a detective and pretty much stuffed as much education in him that he could. Sandy, who was extremely self-motivated to assist Wesley, took to the instruction like a fish to water, and as Wesley's protege, worked with both him and other members of the Justice Society: he learned to fight from Wesley, Wildcat and Green Lantern, learned science and engineering from Alan Scott and Jay Garrick, leadership from Carter Hall, driving from Pat Dugan, etc. etc.

He knows multiple languages, all sorts of bizarre and arcane information, has more knowledge of the Dreamlands than most, and since he spent a ridiculous amount of time watching movies after he got out of his stasis confinement, a stupid amount of movie trivia to his name. Otherwise, part of his kit involves a wirepoon gun and a gas gun with knockout gas that he makes himself that he uses to fight.

Power Nerfs: I'm going to assume that his precognitive dreams are nerfed for general play but I'm happy to let him be used for foreshadowing for anything wonky by either player plots or game plot. Obviously, he won't be able to phase through most things on the barge but I'd assume his abilities would work normally otherwise in that sphere.

Personality:
Wes always told me there were two kinds of men... those that live in the past, and those that live in the now. You don't keep up with the Jones, you die. Simple as that. Well, I'm not dying.

The best way to describe Sandy is to say that he's an extremely laid back dude... when it comes to everything but himself. He's grown up around superheroes, had them as his adoptive parents, uncles, aunts, and that life is literally everything he really knows. It's not that he's stuck up or disconnected from the world; he likes coffee and smoking shisha and he's got an addiction to movies and books and board games and any kind of media he can get his hands on that's nigh unstoppable; notorious cinephile, this one. But he's never had what you could call a normal life, and his 'childhood' and young adulthood was such a mess of horrors that all of the traditional milestones just don't mean very much to him, especially considering he also (via these things) is from a different era than just about everyone else around him. He has more in common with the older folks because they were alive back then too, but he's not really one of them because he was a teenager at that point and they were adults. It's a hard place to be where he doesn't really feel like he fits in either group and that adds to his general alienation.

As superheroes go, he generally considers himself lower tier despite his abilities and everything else and he deals, largely, with street-level crime for the most part. That life has mostly just instilled in him an acceptance of the unbelievable; he doesn't ask you how it's possible that you're suddenly lifting cars so much as asking you how it's affecting your marriage and if your husband is dealing with it all right. And he would too. Because he cares, he cares so much about other people that he's awful about sharing his own pains and his own struggles. He grew up around giants and he thinks that he should emulate them in the sense of being dependable and on the ball and always trying to do whats right and sometimes that means that he doesn't forgive himself or give himself the benefit of the doubt enough. But others... he believes in people so readily, choosing to try and offer a place to Icicle after they teamed up to save the world. It was turned back in his face and that just... killed him but he'd do it again in a heartbeat. He knows more than anyone else how pain and bad choices and just... life can send you in the wrong direction or make people think poorly of you and he always wants to give people a second chance when he sees the potential for good.

He's a realist at heart, noting that a child that he 'saved' would no doubt still require therapy and may never be the same, but even in the darkest of moments, he does his best to save others pain and to look forward to the next day, the next fight, the next good thing he can try to do. He lives by the mantra of 'adapt or die' in the belief that, well, you just have to keep going. That life is always worth living tomorrow. He's definitely in the overachiever category; his efforts are never good ENOUGH but it never comes with hubris for him: the objective is to do better and help more not to be the very best at... whatever. He'll easily ask for help from others in places where his expertise is lacking, and he'll attack any problem with research if research is to be found. At the same time, he's also happy to help anyone who asks though even he'll admit he's not the most approachable. And whoo boy, he has like, no life outside of his work and his work circle. He is a multimillionaire and yet, he donates most of it to the cause; his pleasures are simple and largely live in his apartment. He hates to bleed on people to the point where he'll stick himself in an apartment for 21 days staying awake to deal with the nightmares that are his legacy and still hug the 'mentor' that kept him in a glass cage for 50 years and look to him for guidance. And yes, sometimes it's to an unhealthy degree.

Because as lovely as he is, the boy has had his share of terrible things happen to him. When he was a sidekick, he was kind of... well, a supervillain literally snatched from his bed in the night and dressed him up in his costume while unconscious before he was forced to watch said supervillain drive a number of other heroes insane because said supervillain is, well, the herald of a Lovecraftian monstrosity known as the King of Tears. He's been abandoned multiple times, first by his parents and then very much by Wesley when he was transformed by the silicoid gun into a rock monster and left to effectively rot for 50 years or so in a glass cage. He was abandoned AGAIN after Wesley couldn't handle the guilt of what he'd done to him, literally hypnotizing himself to forget his work as the Sandman, and left Sand in a hospital for ages. He was tortured to create an earthquake which leveled the hospital he'd been staying in, and it made him upset enough that he ended up killing the villain who'd done it in a fit of terror by making the earth rise up and close over him when they were cornered. And that's before his life was consumed by nightmares, literally 90% of the time he sleeps, that send him into the minds of the worst kind of people in the world so that he can prevent their depraved crimes before they happen... or avenge their victims when he's too late. And that 'too late' haunts the hell out of him.

Despite being friendly and seemingly 'open' to people, he can come off as closed off because he's... not always the healthiest person but he refuses to bleed on people. His head is full of horrors and nightmares and he refuses to let that beat him, uses them to do good, and he won't let them darken or dampen the spirits of those around him. He's also extremely wary of romance mostly because it's burned him the very few times he's attempted it and mostly thinks he's better off staying on his own. It can and does make him cynical at times (though he always forces himself past it), and his own tendency is towards sarcasm (he's still a New Yorker) but usually not at the cost of someone else; his snark is reserved for villains and assholes. And he's much more likely to depreciate. That said, he can be a cranky old man occasionally when people are being ridiculous or trying to give him the run around; he's very straightforward and he gets a little confused/irritated when other people aren't as well or when they let 'nonsense' get in the way of accomplishing things. It's actually what makes him a really 'rough' leader sometimes, unfortunately: he doesn't get why everyone else isn't just willing to Do The Thing like he is even if it's potentially deadly or dangerous because it Has To Be Done. Very very matter of fact. Nonsense involves things like pride, personal squabbling, pissing contests, etc. Personal pride is just not something he gets; his pride is in his team. His teammates, old and new, past and present, are everything to him: friends, family, and he admires each and every one of them so much. He's the one who started the JSA museum and the idea of it is just so necessary for him; he can't let these people's memories die out, not when they've done so much for the world and yes, for him.

The other thing that isolates him is that his nightmares/work have made him something of an insomniac, being up and around at odd hours. While he knows he needs the nightmares to save people, they do take their toll on him so there are times when he just can't stand it and he'll stay up to prevent them. The man practically lives on coffee, and his raccoon eyes would look a lot worse if he wasn't a silicon-based life form.

Barge Reactions: He's... pretty much gonna roll with this. This isn't even the first time he's been on a space traveling ship that can traverse realities and time. Comic book universe boy who's been in the business for a long long LONG time. As for the people on board, he's going to try not to judge too much; after all, he'll never really know what world someone came from and what it was like. Instead, he'll try his best to understand and to deal with them in a positive way. He's not the type to make enemies; even when Hawkman was literally responsible for him losing the chairman position of the JSA over romantic jealousy, he still took the whole thing very calmly and congratulated Mr. Terrific who succeeded him. Which isn't to say it won't happen, but you'd need to do something pretty heinous.

Deal: Sand would like to undo what was done to Johnny Sorrow and cut off access to their universe by the King of Tears ever again. Johnny is a personal tragedy to Sand, who was accidentally responsible for him being 'sent' to the dimension of the King of Tears in the first place. The King of Tears is a Lovecraftian entity of ridiculous power that has caused damage more than once, including killing the Spectre at the time.

Sample Journal Entry: This place is a trip.

The whole ship flying through space thing isn't too much to swallow, but it's definitely got a lot more bells and whistles than Hourman's did, which is nice since it looks like we don't get shore leave too often. Honestly, my only problem with the whole thing is feeling so disconnected from the Earth, since I have no idea what this thing is made from but it sure isn't silica. Thankfully, one of the kids here was kind enough to point me at the Enclosure, which isn't the same? But it does the trick to steady me out when I'm feeling a little unmoored. Never realized how much it mattered to have the earth under my feet, but I guess I should have known. And I might be a New Yorker, but I've done more walking here than I have in the last few years. Guess I got a little dependent on swimming through the earth.

Someone tried to kill me the other day. That stung a little, especially since I really thought we were getting somewhere. Apparently, he hadn't caught the memo about me being living sand so he tried to stab me through the chest with a sword he had in his cane. Hilariously enough, it's got a smiley face for the blade, not that it really matters. I poofed and he made the kind of grumpy face I didn't figure I'd see with Alan and Jay off in another reality, and it stung but... almost worth it.

Otherwise, things are going well. I think the guy I was assigned to this month actually likes me all right. No idea if this is going to end up being a permanent pairing or not, the last few haven't, but I'm just going to give it my all and see what comes out of it. Not like there's anything else I ought to be doing, after all.
